Presenters

Matthias Reischle

Matthias Reischle, a national of Germany, is Deputy Director of the PCT Legal Division of the World Intellectual Property Organisation (WIPO). Matthias holds a law degree from the University of Constance, Germany (1993) and a LL.M. in European Legal Studies from the College of Europe, Belgium (1994). After qualifying to practice law in Germany in 1996, he worked as a legal adviser for the International Labour Organization in Geneva. Since joining the staff of the PCT Legal Division in 1998, he has participated in the drafting and implementation of various amendments to the Regulations under the PCT and other PCT-related texts such as the Administrative Instructions, various Guidelines, and publications such as the PCT Applicant’s Guide and the PCT Newsletter. He regularly participates in training courses, seminars and international-level meetings on the PCT and advises applicants and their representatives concerning PCT procedures.

David Barmes

David Barmes, a national of Australia, is Head of the PCT Legal Publication Section (PCT Legal Division) of the World Intellectual Property Organisation (WIPO). David holds a Bachelor of Arts from the University of Queensland, Australia (1985). David joined WIPO in 1987 as a general staff member, and moved to PCT Operations in 1989, where he worked first as a Formalities Examiner, moving through a number of other roles, until becoming manager of one of WIPO’s PCT Examination Sections. In 2002, David transferred to the PCT Legal Division, initially as Senior Program Officer (working principally on the PCT Applicant’s Guide), and subsequently to his current position managing PCT legal publications. The responsibilities that David holds at WIPO include the up-to-date, and official, publication of the PCT and Regulations under the PCT, the Official Notices (PCT Gazette), the Administrative Instructions under the PCT, the Receiving Office Guidelines and the International Search and Preliminary Examination Guidelines.
